Beard Foundation consolation vote

The Beard Foundation as defined in rule r321 has the ability to cast votes as a real player with beard as defined in rule r318. If all players without a beard as defined in rule r318 vote the same way, the Beard Foundation as defined in rule r321 casts one vote that way. In all other cases, the Beard Foundation casts no vote if possible. If abstaining is impossible, the vote of the Beard Foundation as defined in rule r321 is counted zero times and is cast in the same way as the lowest scoring player without a beard as defined in rule r318.
