This proposal amends rule 302. In order to forestall discussion on this proposal, here are the three additions reproduced, along with their respective rationales:
- Time limit with punishment
- We now have to call rules something, including rule proposals. It is ambiguous whether this title is part of the amendment or just part of the proposal, however for me it doesn't matter. The exact title is also pretty much of no interest to me.
- Players may not issue Calls for action before one week has passed.
- Since actions not explicitly forbidden in the game are allowed, it's necessary to include this wording.
- If a player is skipped in this way, the amount of points that would have been deducted for a rejected proposal is deducted from the skipped player's score.
- It should not be favourable for a player to skip a turn without proposing a rule change. This might in the worst case lead to a deadlocked situation where nobody wants to lay down proposals. The same punishment as for a rejected vote seems like a reasonable one.
- This rule takes precedence over any rule which prohibits the skipping of turns.
- According to the current evaluation order of rules, this needs to be included for the rule to have any effect at all.

The proposal
Time limit with punishment
If one week after a new turn has begun, the player on turn still has not made a proposal, any of the other players may issue a Call for Action. Players may not issue Calls for action before one week has passed. Two days after a Call for Action, a vote between the other players takes place to determine whether to skip the current player. If a simple majority votes to skip, play proceeds to the next player on turn. If a player is skipped in this way, the amount of points that would have been deducted for a rejected proposal is deducted from the skipped player's score.
This rule takes precedence over any rule which prohibits the skipping of turns.
